IV-D Agencies
Millions of children living in single parent homes across the United States do not have health insurance coverage. Through Title IV of the Social Security Act, federal law requires that state child support agencies enforce child support obligations against noncustodial parents, often through employer-sponsored health plans.
HMS can help Title IV-D program agencies meet their obligations to obtain and enforce orders for medical support for all eligible children who are included in active IV-D cases. Whether an individual state's Title IV-D agency operates within a social services department or another state office, HMS's services can help increase access to coverage.
HMS is the only medical support services vendor offering a full suite of services to identify and establish insurance coverage for children, including:
- Commercial carrier, wage, and new hire data matches
- Phone and online verifications
- Employer surveys
- National Medical Support Notice
HMS is the primary administrator for the State of Arkansas Medical Support Services Consortium (MSSC), a contracting mechanism where child support agencies nationwide can obtain innovative medical support services at competitive prices. By utilizing each other's carrier files and HMS's eligibility network, MSSC participants increase their opportunity to identify and verify health insurance for IV-D dependents.
If your agency is interested in any of HMS's services for the Title IV-D community—or in becoming a part of the MSSC—please contact Barb Saunders at 614.539.7578.
