Medical Support Services
Medical Support Enforcement (MSE) services enable government agencies to enroll children in health insurance programs that are contracted through a noncustodial parent's employer. HMS identifies and enforces these coverage opportunities in order to provide for children's healthcare needs while assisting child support agencies to meet federal performance requirements. By transferring the financial obligation for healthcare services to the responsible party, HMS enables agencies to reduce expenditures on subsidized programs, such as Medicaid.
HMS has extensive experience in assisting state child support agencies fulfill the federal requirements under Title IV-D of the Social Security Act to enforce healthcare coverage provisions in child support orders using National Medical Support Notices (NMSN). We have helped several states implement NMSN, offering the ability to print and send notices, as well as to accommodate and process employer responses (both written and via a dedicated Web site), customer service inquiries, and other associated follow-up activities.
Because HMS has been involved with MSE since its inception, we have evolved, adapted, and set the direction with the development of this program nationally. HMS is the only medical support vendor to have developed a completely comprehensive approach to medical child support enforcement services, combining systems, staff expertise, and firm resources to support identification, verification, enforcement, employment identification, data tracking, employer outreach, and audit functions.
